ujifgc skip padrino-cache with mongo on rbx engine

padrino-cache で、rbx 環境でキャッシュストアに mongo を使った場合のテストをスキップするように変更されました。

Rubinius 環境では mongo ドライバが使えないってことですかね？

#1195で指摘された padrino g project で gem オプションを使用した場合に、実行環境に git がインストールされていない場合に例外が発生する問題への対応がされました。
